Duizenden kleinschalige vissers met een lage impact in heel Europa hebben opgeroepen om een einde te maken aan oneerlijke subsidies en quota die leiden tot overbevissing, hoge percentages bijvangst, teruggooi en emissies, wat resulteert in slechte omstandigheden voor de sector. Als kleinschalige vissers met een lage impact in plaats daarvan zouden worden gestimuleerd, zouden er volgens hen meer banen kunnen worden gecre\u00eberd, zou de natuur een impuls krijgen en zou de achteruitgang van de sector een halt worden toegeroepen.<\/span><\/p>\n

Een open brief, ondertekend door 37 organisaties, bezorgd bij <\/span>Virginijus Sinkevi\u010dius, commissaris voor de <\/span>Environment, Oceans & Fisheries, schetst de acties die de Commissie en de lidstaten zouden moeten ondernemen, in het besef dat kleinschalige vissers met een lage impact essentieel zijn voor een beter beheer van de visbestanden en de bescherming van de zee, terwijl ze ook sociale voordelen genereren. Dit draagt rechtstreeks bij aan kustgemeenschappen en lokale bestaansmiddelen, in tegenstelling tot industri\u00eble, grootschalige visserij.\u00a0<\/span><\/p>\n

Een delegatie van kleinschalige vissers, NGO's en het outdoorbedrijf Patagonia, die de brief in Brussel bezorgden, benadrukken dat het toewijzen van vangstmogelijkheden op basis van sociale en milieucriteria, in plaats van vangstvolume en geschiedenis, zou helpen om de huidige \u201cverstoorde zee\u201d, die grootschalige belangen met een grote impact bevoordeelt, te nivelleren. Transparantie bij de toewijzing van visquota, een openbaar goed, is ook nodig. Dergelijke maatregelen zijn al opgenomen in het gemeenschappelijk visserijbeleid, maar worden niet goed uitgevoerd.\u00a0<\/span><\/p>\n

\u201cDe inadequate handhaving van artikel 17 van het gemeenschappelijk visserijbeleid heeft niet alleen kleinschalige vissers met een lage impact benadeeld, maar heeft ook geleid tot een verslechtering van het milieu. Het gebrek aan transparantie in de verdeling van de financiering heeft praktijken in stand gehouden die schadelijk zijn voor mariene ecosystemen en heeft degenen die prioriteit geven aan verantwoorde visserij buitenspel gezet\u201d, zegt David Lange, directeur van de Deense organisatie voor kleinschalige visserij FSK-PO.\u00a0<\/span><\/p>\n

\u201cKleinschalige visserij met een lage impact is een deel van de oplossing, maar het is de vergeten en gemarginaliseerde vloot\u201d, zegt Marta Cavall\u00e9, uitvoerend secretaris van Low Impact Fishers of Europe. \u201cDoor degenen die duurzamer vissen visrechten te geven in plaats van degenen die intensiever vissen, kunnen visserijbeheerders de manier waarop we in Europa vissen veranderen en eerlijke visserij, gezonde zee\u00ebn en levendige gemeenschappen realiseren. Dit is de kern van artikel 17 van het gemeenschappelijk visserijbeleid. Het is een potenti\u00eble game changer, mits volledig ge\u00efmplementeerd.\u201d<\/span><\/p>\n

Naar verwachting zal de Europese Commissie in haar volgende mandaat prioriteit geven aan het transparant maken van het quotaproces, als resultaat van haar evaluatie van het gemeenschappelijk visserijbeleid. Richtsnoeren voor lidstaten over het gebruik van sociaaleconomische en milieucriteria bij het toewijzen van vangstmogelijkheden zullen deel uitmaken van dit proces.\u00a0<\/span><\/p>\n

De actie \u201cMake Fishing Fair\u201d komt op een moment dat lobby's uit de agro-industrie en de grootschalige visserij milieubeleid en natuurherstel als \u2018anti-zakelijk\u2019 bestempelen. Making Fishing Fair gaat over het eerlijk behandelen van vissers, het mariene milieu en de maatschappij in het algemeen,<\/span> en biedt een constructievere aanpak.\u00a0<\/span><\/p>\n

\u201cIn plaats van banen in de visserij af te zetten tegen de bescherming van de zee die nodig is om vispopulaties in stand te houden, laten kleinschalige vissers met weinig impact zien dat ze zowel in hun levensonderhoud kunnen voorzien als het mariene milieu kunnen beschermen. Die twee sluiten elkaar niet uit, in tegenstelling tot wat de industri\u00eble lobby ons wil doen geloven\u201d, zegt Gina Lovett, Environmental Initiatives Manager bij Patagonia EMEA.\u00a0<\/span><\/p>\n
