Elke maand deelt een visser zijn ervaring met het werken op zee, de realiteit van de kleinschalige visserij in zijn land en wat er moet veranderen om een eerlijke en duurzame toekomst voor de visserij in Europa veilig te stellen.<\/em><\/p>\n<p><a href=\"https:\/\/www.openaccessgovernment.org\/putting-small-scale-fishers-at-the-heart-of-the-european-ocean-pact\/197369\/\">Dit artikel is nu live op: Open Access Government<\/a><\/p>\n<p>Ik vis al twintig jaar. De afgelopen jaren, sinds COP15, heb ik ook samengewerkt met Blue Ventures om de stemmen van kleinschalige vissers (SSFs) te promoten in oceaanbestuur. Ondanks de essenti\u00eble rol die SSFs spelen bij het in stand houden van kustgemeenschappen en ecosystemen, blijven we onzichtbaar, voornamelijk voor Europese beleidsmakers. Het nieuwe Europan Ocean Pact, dat nalaat SSFs te defini\u00ebren of te vertegenwoordigen, dreigt deze uitsluiting te bestendigen.<\/p>\n<p>De geformuleerde ambities van het Pact om \u201ceen bloeiende blauwe economie te bevorderen en het welzijn van mensen in kustgebieden te ondersteunen\u201d zijn bewonderenswaardig. Toch kunnen ze niet worden waargemaakt zonder erkenning van de kleinschalige visserij en de rol die wij te spelen hebben, noch als de wetgeving besluitvorming en toegang tot financiering en andere middelen blijft bevoordelen ten gunste van grootschalige industri\u00eble exploitanten. Door deze onevenwichtigheid niet aan te pakken, wordt het Pact een andere goedbedoelde, maar ineffectieve beleidsmaatregel.<\/p>\n<p><strong>Het probleem met het huidige discours<\/strong><br \/>\nDit gebrek aan erkenning van kleinschalige visserij en de rol ervan in duurzaam oceaanbeheer is deels te wijten aan een gebrek aan bewustzijn bij politici. Slechts af en toe worden SSFs uitgelicht of besproken als positieve voorbeelden van visserijpraktijken. In plaats daarvan domineert grootschalige industri\u00eble visserij het politieke discours en wordt deze ondersteund in beleid.<\/p>\n<p>Het Ocean Pact, in zijn huidige vorm, richt zich voornamelijk op het verminderen of elimineren van een paar gerichte praktijken, zoals boomkORALVISSERIJ in bepaalde gebieden en het behoud van sommige kustzones. Het pakt de industri\u00eble visserijpraktijken die ecosystemen blijven beschadigen en hulpbronnen monopoliseren, niet zinvol of breed aan. Cruciaal is dat het SSF's niet duidelijk definieert, noch onze diversiteit aan methoden en behoeften erkent.<\/p>\n<p><strong>Beleid zonder vertegenwoordiging<\/strong><br \/>\nEen reden voor dit omissie is structureel: de SSF's zijn onvoldoende gefedereerd of vertegenwoordigd in de Europese Unie (EU). Daarentegen opereren lobby's voor de industri\u00eble visserij met een enorme invloed. Het resultaat is vrij spel voor deze lobby's en, op hun beurt, beleid dat hun dominantie bestendigt.<\/p>\n<p>Artikel 17 van het Gemeenschappelijk Visserijbeleid, dat de lidstaten verplicht om transparante en objectieve criteria, waaronder die van ecologische, sociale en economische aard, te gebruiken bij het toewijzen van hun visquota aan vaartuigen, is hier een schoolvoorbeeld van. Het is een beleid dat transformatief kan zijn voor kleinschalige en ambachtelijke visserij (SSFs) en onze oceanen, maar ondanks de invoering in 2013, nauwelijks wordt ge\u00efmplementeerd. In plaats daarvan blijven quota geconcentreerd in de handen van grote industri\u00eble vloten, terwijl SSFs met kruimels achterblijven.<br \/>\nHet gebrek aan transparantie bij de toewijzing van quota, in combinatie met krachtige lobby, betekent dat de visserijmogelijkheden effectief zijn geprivatiseerd en achtergehouden. Juridische procedures slepen jarenlang voort, met onzekere resultaten, zoals we zagen in de strijd om de toegang tot blauwvintonijn.<\/p>\n<p><strong>Waarom kleinschalige visserij belangrijk is<\/strong><br \/>\nKleine kustvisserijen zijn niet alleen een bron van duurzame lokale voedselproductie, maar ook een essenti\u00eble kennisdatabase voor wetenschappers die de effecten van klimaatverandering op mariene soorten bestuderen. We zien veranderingen in migratiepatronen, broedgebieden en de gezondheid van soorten in realtime. We beschermen kustlijnen en behouden maritieme tradities die gemeenschappen samenbinden. Daarnaast opereren we veiliger binnen ecologische grenzen door te kiezen voor vistuigen met een lage impact.<\/p>\n<p>En momenteel belemmeren een trend naar \u2018legacy thinking\u2019 of met andere woorden het vasthouden aan verouderde vlootstructuren, de vernieuwing van SSF-vloten. Veel kleine boten zijn ouder dan 30 jaar, wat leidt tot veiligheids- en comfortproblemen en de baan minder aantrekkelijk maakt voor jongeren. Zonder dringende investeringen zullen de SSF-aantallen afnemen, en daarmee onze tradities, expertise en methoden die zoveel ecologische voordelen bieden aan de visgebieden waarin we opereren.<\/p>\n<p><strong>Wat moet er veranderen<\/strong><br \/>\nAls de EU serieus werk wil maken van een inclusief Oceaanpact, dan moeten ambachtelijke visserijsector (SSF) structurele prioriteit krijgen. Dat betekent:<\/p>\n<blockquote><p>Een duidelijke definitie van SSF's in het Pact weerspiegelt de diversiteit van vistuigtypes, beoogde soorten en regionale praktijken.<br \/>\nVerbeterde vertegenwoordiging op EU-niveau via een federale structuur die rechtstreeks kan deelnemen aan besluitvorming.<br \/>\nVolledige implementatie van Artikel 17, met transparante quota-toewijzing ten gunste van visserijen met een geringe impact.<br \/>\nHet reserveren van de kuststrook van 12 mijl voor vaartuigen tot 24 meter.<br \/>\nGespecialiseerde trainingsprogramma's voor jongeren om toe te treden tot kleinschalige visserij en gerelateerde maritieme functies.<br \/>\nInvestering in moderne vloten, ter vervanging van verouderende schepen door veiligere, effici\u00ebntere en milieuvriendelijkere boten.<\/p><\/blockquote>\n<p>Naast deze voorgestelde wijzigingen moet het publiek zich meer bewust zijn van ons werk en de ecologische en daaraan verbonden economische risico's waarmee onze oceanen worden geconfronteerd. Campagnes zoals Make Fishing Fair, een campagne geco\u00f6rdineerd door LIFE en Blue Ventures, spelen een rol bij het waarschuwen van politici over deze risico's, maar door beperkte middelen blijft deze belangenbehartiging beperkt tot een klein publiek. Deze moeten worden uitgebreid naar het publiek. Consumenten spelen een cruciale rol bij het verhogen van de vraag naar duurzaam gevangen lokale zeevruchten, wat een andere vorm van politieke druk cre\u00ebert.<\/p>\n<p><strong><br \/>\nDe weg vooruit voor het Europees Oceaanpact<\/strong><br \/>\nDe EU heeft de mogelijkheid om haar Ocean Pact af te stemmen op haar klimaat-, biodiversiteits- en plattelandsontwikkelingsdoelstellingen, maar alleen als zij de kleinschalige visserij (SSF's) als centrale, in plaats van perifere, actoren beschouwt. Dit vereist meer dan retoriek; het vraagt om concrete toezeggingen en financiering.<\/p>\n<p>Als kleinschalige visser ken ik de inzet. Ons werk gaat over meer dan alleen de kost verdienen; het gaat erom de zee\u00ebn te beheren voor toekomstige generaties, en we zijn er klaar voor om die verantwoordelijkheid op ons te nemen.
