Novi europski Oceanski pakt, koji ne uspijeva definirati niti predstaviti SSF-ove, riskira nastavak ove po\u0161asti.<\/p>\n<p>Navedene ambicije Pakta da \u201cpromi\u010de uspje\u0161no plavo gospodarstvo i podr\u017ei dobrobit ljudi koji \u017eive u priobalnim podru\u010djima\u201d su vrijedne divljenja. Ipak, one se ne mogu ostvariti bez priznavanja malih, lokalnih ribolovaca (SSF) i uloge koju mi moramo odigrati, niti ako zakonodavstvo nastavi favorizirati velike industrijske operatere u smislu dono\u0161enja odluka i pristupa financiranju i drugim resursima. Ne adresiraju\u0107i ovu neravnote\u017eu, \u0107e Pakt postati jo\u0161 jedna dobro namjeravana, ali neu\u010dinkovita politika.<\/p>\n<p><strong>Problem s trenuta\u010dnim diskursom<\/strong><br \/>\nOvo nepriznavanje malog ribarstva i njegove uloge u odr\u017eivom upravljanju oceanima, dijelom je posljedica nedostatka osvije\u0161tenosti me\u0111u politi\u010darima. Samo se povremeno mali ribolov isti\u010de ili raspravlja kao pozitivan primjer ribolovne prakse. Umjesto toga, veliki industrijski ribolov dominira politi\u010dkim diskursom i podr\u017ean je politikom.<\/p>\n<p>Pomorski sporazum, u svom sada\u0161njem obliku, uglavnom se usredoto\u010duje na smanjenje ili uklanjanje nekoliko ciljanih praksi, poput ko\u0107arenja u odre\u0111enim podru\u010djima i o\u010duvanja nekih obalnih zona. Ne rje\u0161ava zna\u010dajno niti \u0161iroko industrijske ribolovne prakse koje nastavljaju o\u0161te\u0107ivati ekosustave i monopolizirati resurse. Klju\u010dno je da ne definira jasno SSF-ove, niti priznaje na\u0161u raznolikost metoda i potreba.<\/p>\n<p><strong>Politika bez zastupanja<\/strong><br \/>\nJedan od razloga za ovo izostavljanje je strukturne prirode: male sto\u010darske farme (SSF) nisu dovoljno federalizirane ili zastupljene u Europskoj uniji (EU). Nasuprot tome, industrijski ribolovni lobiji djeluju s golemim utjecajem. Rezultat je sloboda djelovanja za te lobije i, posljedi\u010dno, politika koja u\u010dvr\u0161\u0107uje njihovu dominaciju.<\/p>\n<p>\u010clanak 17. Zajedni\u010dke ribarstvene politike, koji od dr\u017eava \u010dlanica zahtijeva kori\u0161tenje transparentnih i objektivnih kriterija, uklju\u010duju\u0107i one ekolo\u0161ke, socijalne i ekonomske prirode, pri dodjeli njihovih ribolovnih kvota brodovima, klju\u010dan je primjer toga. To je politika koja bi mogla biti transformacijska za male obalne ribarske zajednice i na\u0161e oceane, ali unato\u010d dono\u0161enju 2013., jedva se provodi. Umjesto toga, kvote ostaju koncentrirane u rukama velikih industrijskih flota, dok male obalne ribarske zajednice ostaju s mrvicama.<br \/>\nNedostatak transparentnosti u dodjeli kvota, u kombinaciji sa sna\u017enim lobiranjem, zna\u010di da su ribolovne mogu\u0107nosti u\u010dinkovito privatizirane i zadr\u017eane. Pravni sporovi traju godinama, s nesigurnim ishodima, kao \u0161to smo vidjeli u borbi za pristup plavoperajnoj tuni.<\/p>\n<p><strong>Za\u0161to mali ribolov ima va\u017enost<\/strong><br \/>\nSSf-ovi nisu samo izvor odr\u017eive lokalne hrane, ve\u0107 i vitalna baza znanja za znanstvenike koji prate u\u010dinke klimatskih promjena na morske vrste. U stvarnom vremenu vidimo promjene u obrascima migracija, mrijestili\u0161tima i zdravlju vrsta. \u0160titimo obale i odr\u017eavamo pomorske tradicije koje povezuju zajednice. Tako\u0111er, sigurnije poslujemo unutar ekolo\u0161kih granica favoriziraju\u0107i ribolovne alate s niskim utjecajem.<\/p>\n<p>I upravo sada, trend \u2018razmi\u0161ljanja o naslje\u0111u\u2019 ili, drugim rije\u010dima, dr\u017eanje zastarjelih struktura flote, sprje\u010dava obnovu SSF flota. Mnogi mali brodovi stariji su od 30 godina, stvaraju\u0107i probleme s sigurno\u0161\u0107u i udobno\u0161\u0107u te \u010dine\u0107i posao manje privla\u010dnim mladima. Bez hitnih ulaganja, broj SSF-a \u0107e opadati, a s njima i na\u0161e tradicije, stru\u010dnost i pristupi koji donose brojne ekolo\u0161ke koristi ribolovnim zonama u kojima poslujemo.<\/p>\n<p><strong>\u0160to se treba promijeniti<\/strong><br \/>\nAko je EU ozbiljna u namjeri da svoj Pakt o oceanima u\u010dini uklju\u010divim, mala ribarska plovila moraju dobiti strukturni prioritet. To zna\u010di:<\/p>\n<blockquote><p>Jasna definicija SSF-ova u Sporazumu odra\u017eava raznolikost vrsta opreme, ciljanih vrsta i regionalnih praksi.<br \/>\nPobolj\u0161ano predstavljanje na razini EU putem federalnog tijela sposobnog za izravno sudjelovanje u dono\u0161enju odluka.<br \/>\nPotpuna provedba \u010dlanka 17. uz transparentnu dodjelu kvota kojom se daje prednost ribarstvu s malim utjecajem.<br \/>\nRezerviranje obalnog pojasa od 12 milja za plovila do 24 metra.<br \/>\nNamjenski programi obuke za mlade za ulazak u malo ribarstvo i srodna pomorska zanimanja.<br \/>\nUlaganje u moderne flote, zamjena dotrajalih plovila sigurnijim, u\u010dinkovitijim i ekolo\u0161ki prihvatljivijim brodovima.<\/p><\/blockquote>\n<p>Osim ovih predlo\u017eenih promjena, javnost treba biti vi\u0161e svjesna na\u0161eg rada te ekolo\u0161kih i povezanih ekonomskih rizika s kojima se suo\u010davaju na\u0161i oceani. Kampanje poput \"Make Fishing Fair\", kampanje koju koordiniraju LIFE i Blue Ventures, igraju ulogu u upozoravanju politi\u010dara na te rizike, ali zbog ograni\u010denih resursa ovo zagovaranje ostaje ograni\u010deno na malu publiku. Trebalo bi ih pro\u0161iriti i na javnost. Potro\u0161a\u010di imaju klju\u010dnu ulogu u pove\u0107anju potra\u017enje za lokalnom ribom ulovljenom na odr\u017eiv na\u010din, stvaraju\u0107i tako jo\u0161 jedan oblik politi\u010dkog pritiska.<\/p>\n<p><strong><br \/>\nPut naprijed za Europski oceanski pakt<\/strong><br \/>\nEU ima priliku uskladiti svoj Oceanski pakt s ciljevima u podru\u010dju klime, bioraznolikosti i ruralnog razvoja, ali samo ako male obalne ribolovce (SSF) tretira kao sredi\u0161nje, a ne sporedne aktere. To zahtijeva vi\u0161e od retorike; zahtijeva konkretne obveze i financiranje.<\/p>\n<p>Kao mali ribar, svjestan sam uloga. Na\u0161 posao je vi\u0161e od zara\u0111ivanja za \u017eivot; radi se o \u010duvanju mora za budu\u0107e generacije i spremni smo preuzeti taj teret.
